I would suggest you contact the hotel https://www.sfpalace.com/contact/ and ask when it might be possible to bring a group into the foyer to look at the architecture, and that you won't bring them into the dining area.

Good Morning SFTGG Guides,
I’ve guided small 
tour groups thru the first floor public rooms of the Palace Hotel including the Garden Court,
on a number of occasions,
all w/o prior notification of hotel management, 
and never had a problem.
Remember when 
Blum’s Ice Cream Parlor was in the NE corner of the first floor of the hotel.
Blum’s is gone,
That’s bad.
And remember when the Palace had a huge hideous illuminated sign on the roof that reminded us all, 
24/7, 
that the Palace was part of the Sheraton chain.
It’s also gone,
And that’s good.
